Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are fought: hopeful statements are delivered from different nations. Significant resources is allocated on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity enabled by timely intelligence. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, presumably supplied through partner states. Every firing shakes the surroundings, shaking the windows. The brief panic quickly transforms into grim resignation: maybe the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Following this, a large-caliber weapon engaged a drone somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.
With pauses, this carried on until dawn. Kyiv faced the early updates: several casualties, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's vital need on Western support – a need that European nations are clearly incapable to replace in the near term.
Failed Diplomacy
The 28-point plan from US administration sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new initiative from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This cycle will, no doubt, persist.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is unfeasible to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does nothing to discourage Russia, through statements or actions, from thinking that the current condition will not shift further in its advantage in the months ahead.
Divergent Views
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing civilians and areas but preventing a total frontline collapse until conditions improve in its advantage.
Current Realities
Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not move to internal issues. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a only one week to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new plans based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
